Déjeuner en l'honneur des Membres de la Maison Souveraine
Le jeudi 15 décembre 2005, S.A.S. le Prince Albert II a offert en Son Palais un déjeuner en l'honneur de membres de la Maison Souveraine parvenus au terme de leurs fonctions.
A cette occasion, Son Altesse Sérénissime a rendu hommage " aux personnes qui ont apporté au Prince Rainier III, Mon Père, pendant tant d'années, le témoignage de leur fidélité et de leur loyauté ", formant des voeux pour celles qui entrent ou demeurent en fonction, l'avenir s'édifiant sur les fondements établis dans le passé.
Participaient à ce déjeuner, autour de S.A.S. le Prince : M. Charles Ballério, Président du Conseil de la Couronne ; M. René NOVELLA, Secrétaire d'Etat ; M. Visite de S.A.S le Prince Albert II à Cape Town.
S.A.S. le Prince Albert II est arrivé à l'Aéroport international de Cape Town, le jeudi 29 décembre 2005 en début de matinée pour une visite privée de cinq jours ayant pour objectifs, notamment, l'inauguration du Consulat de Monaco. Le Prince était accompagné du Lieutenant-Colonel Bruno Philipponnat, Aide de Camp.
A Sa descente d'avion, le Prince était accueilli par Mme Kholeka Mqulwana, Ministre des Affaires Sociales ; Dr Lionel Louw, Chef de Cabinet du " Premier " (Gouverneur) de la Province du Western Cape ; M. Tahir Salie, Conseiller spécial du " Premier " de la province du Western Cape ; Mme Gawa Samuels, Maire adjoint de la ville de Cape Town ; Mme Virginia Petersen, Chef du département des services sociaux et de lutte contre la pauvreté ; M. Francis Kasasa, Consul de Monaco en Afrique du Sud et son épouse.
Après une entrevue avec le Ministre des Affaires Sociales, Mme Kholeka Mqulwana, le Prince regagnait la résidence qui L'accueillait pendant Son séjour sur les hauteurs de Cape Town.
En fin de matinée, S.A.S. le Prince Albert inaugurait le Consulat de Monaco à Cape Town, situé dans le " Westlake Business Park ". A cette occasion, le Prince a assisté à la signature d'un protocole d'accord entre le Gouvernement Princier (Département des Relations Extérieures) et la Province du Western Cape (Département des Affaires Sociales et de lutte contre la pauvreté) qui a pour objectif :
- le renforcement des capacités des praticiens responsables du développement de la petite enfance dans la Province du Western Cape ;
- le développement et l'amélioration des infrastructures d'accueil pour la petite enfance ;
- le soutien aux initiatives visant à améliorer les conditions sociales des communautés de la Province du Western Cape.
L'aide apportée par le Gouvernement Princier qui s'étalera sur une période de trois ans permettra la création d'une crèche sociale par an dans les townships les plus
défavorisés de Cape Town.
Le Consul de Monaco, M. Francis Kasasa accueillait les invités à cette cérémonie, en ces termes :

Our primary focus will be on improving the quality of early childhood development institutions and services and increasing their accessibility - in the hope to benefit hundreds of disadvantaged children in the poorest areas of the Western Cape ".
Le Consul invitait ensuite Mme le Ministre Mqulwana à dire quelques mots.

It is My personal concern to increase the Principality's involvement in Development Cooperation across the world and to invest in humanitarian causes.
With the signing of this Memorandum of Understanding, we have established the foundations of a cooperation that, we hope, will be successful not only in the humanitarian field, but more specifically in the Development of Social Capital in the Province of the Western Cape.
It will depend entirely on our cooperation to develop these relations in the future for our mutual benefit. We will invest ourselves in this challenging and fulfilling task and I know that for this purpose we can count on our Honorary Consul in Cape Town, Mr Francis Kasasa ".

A l'issue de la signature du protocole d'accord, en présence de M. Ibrahim Rasool, " Premier " de la Province du Western, M. Kasasa invitait S.A.S. le Prince Albert II à inaugurer officiellement les locaux du Consulat par la coupure d'un ruban aux couleurs du drapeau national monégasque. Après une brève visite des locaux, S.A.S. le Prince Albert II accordait une audience à M. Ibrahim Rasool, " Premier " de la Province du Western Cape.
Au cours de cette audience d'une demi-heure, des sujets aussi variés que l'économie, le tourisme, l'humanitaire et l'environnement ont été abordés.
A l'issue de cette audience, le Prince et M. Rasool ont écouté les deux hymnes nationaux devant l'immeuble du Consulat. Ensuite, devant le corps consulaire et les membres du gouvernement local, le " Premier " de la Province du Western Cape, M. Ibrahim Rasool a pris la parole pour un message de bienvenue à l'attention du Prince

As one of nine provinces that form the Republic of South Africa we are steadfast in our commitment to ensure a better life for all the people of the Western Cape.
I need to express our appreciation to His Serene Highness, Prince Albert ll for His willingness to partner with the Western Cape Province in support of develop initiatives in this province. We look forward to working hard within the framework of this Memorandum of Understanding to ensure that we strengthen this relationship so that it can contribute to sustainable development in this province.

This new Consulate forms part of Monaco's vision to build new relations and friendships across the world, to enhance its extraverted dynamism, and to pursue our humanitarian mission, which materialised here this morning in the form of a Memorandum of Understanding between Monaco and the Province of the Western Cape.
I trust that we are looking at a future of fruitful cooperation in a variety of domains - trade, tourism, cultural, humanitarian and environmental issues.
From this perspective, I am grateful for the South African authorities' consent to confide Mr Francis Kasasa the task of fulfilling the mission of Honorary Consul of the Principality of Monaco with nationwide jurisdiction over the South African territory.
I wish him all the best for his new function, which he will fulfil, I am certain, with his usual dynamic competence and this for the mutual benefit of both our countries.

S'ensuivait un cocktail lunch avec les membres du Corps consulaire et du Gouvernement local.
En début d'après midi, en compagnie du Ministre des Affaires sociales, Mme Kholeka Mqulwana et de M. Kasasa, le Prince S'est rendu au " Khanyisa Educare Center " à Khayelitsha, town ship très pauvre de Cape Town. C'est dans ce faubourg de la ville que la Principauté de Monaco financera pendant 3 ans le développement des infrastructures pour le bien être de 40 enfants du Western Cape.
En début de soirée, S.A.S le Prince Albert II se rendait en la résidence du Consul, située à Constantia pour un dîner offert en Son honneur par le Consul de Monaco, M. Kasasa et son épouse. De nombreuses personnalités sud-africaines y prenaient part. Après un message de bienvenue du Consul, S.A.S. le Prince Albert II proposait un toast à l'amitié entre la Principauté de Monaco et l'Afrique du Sud.
